Licensing is already happening and is the only real way to get this done at the scale required. Oxford/AZ has licensed to the Serum Institute of India and Brazil for starters.

While that's a step in the right direction, it's too small a step, IMO: the scale needs to be way WAY bigger with not just one or 2 countries but rather, @ the bare minimum, several dozens of countries.

IIRC Serum Institute of India makes the vast majority of the vaccine doses used in the entire world. They'll likely supply billions of doses if efficacy is confirmed.

And that right there is what i'm getting @: a single country manufacturing "the vast majority" of the vaccine doses is GROSSLY INEFFICIENT, compared to dozens of countries manufacturing it @ the same time: the goal here is to inoculate the World as fast as possible so that the World's economies stop "bleeding" so much money every single day.

This is the question that countries are starting to grapple with since it looks like one or more of these will make it across the finish line. Essential workers, certainly anyone in a medical facility/nursing home/doctors office etc, are going to be first. After that they have to come up with a plan. I think NIH has convened a panel to figure that part out for the US. At a certain point a vaccine lottery may be required since you're going to run out of easy calls to make.

At risk people, and if you include front line workers in that category, that's who gets the first ones.

Why? Because the cost of the delay in giving the vaccine (the "bleeding" economies face each day) will far outweigh the potential cost of the vaccine, which is why it should be free: the sooner Governments realize this, the better.

Obviously, and like you said, we should prioritizing those "on the front lines" and having them get the vaccine 1st, after which, the more vulnerable to the virus effects (elderly, those with diabetes, etc) and then the rest of the public.

So long as there are dozens of manufacturing plants around the World producing the vaccine, it's availability beyond the 1st few days, shouldn't be a problem, IMO.

I'm seriously considering going to Richmond, CA Costco Thursday morning 8-9PM when they have 60+ hour. They require masks, but don't know if they enforce... I have a feeling they do, well, at least not letting you in if you're not wearing one. After all, there's no entry without a membership card. If I don't like what's going on, I can leave, not even buying anything. That's exactly what I did on March 12, things were starting to heat up (it was SIP starting March 16). The checkout lines were 50-70+ feet long and people standing right next to each other... I just walked out empty handed (I only had one item, it was hard to find the things I really wanted, panic was setting in). Now, I'm told, they have spots marked on the floor where you're supposed to stand. If I go, it will be my first time indoors with anyone since March! I'll wear an N95 if I go, maybe a face shield and gloves. If people are talking, I figure to go in the other direction! I may not go. The case/day rate is around 3x what it was a month ago and the positivity rate around here is probably 6-7%.

When I refer to a vaccine lottery I'm not talking about payment. I agree the vaccine should be provided at no cost by the government to the entire population. There are going to be physical limitations on how many people you can realistically inject and the supplies/manpower to administer hundreds of millions of injections over a period of time. Supply bottlenecks on the finish-fill end and with syringes look probable. We're likely talking in the neighborhood of at least 500M injections all in since any vaccine is very likely going to be two jabs 28 days apart. The logistics are challenging.

The administration claims they are preparing for this. Given their handling so far of the crisis I would not put a lot of stock into that. It is entirely possible we end up with a viable vaccine and relatively little ability to get it into people quickly because of mismanagement.

It's not a discovery process. We're designing these vaccines.

There's a pretty good chance that the vaccine(s) that come on line and bring this thing under control have already been developed. There may be tweaks, further developments, a different vaccine in say 3 years, but right now there are something like 200 vaccines in various stages of development and testing. The weapon has been developed. It needs testing, production, distribution. It's quite an exceptional moment in human/medical history.
