Make it financially untenable for any remaining oil company. Russia needs them for production so that would be halted.Countries that receive oil or natural gas imports from Russia can reject them, if they choose. We just can’t forcibly block the import or export of economically vital goods without creating a situation where the Russians would go to war, say with NATO. We already have the Russian Gov't at the brink - hence Putin's remonstrations involving the use of nuclear weapons.

I think the sanctions have carved out oil and gas for a reason—mainly blowback on the rest of us as inflation is already too high.
