I'm sure they could do CGI. Rogue One had a CGI Grand Moff Tarkin that looked great.

until it moved, talked, walked in any direction--basically any actions that are supposed to be human. I thought it was wretched. Great for a a videogame filled with those creatures, but not next to real humans being humans.

Tarkin in Rogue One is the perfect example of The Uncanny Valley.

my eyes are pretty bad, but there is no possible way that I am in the minority based on your friend's perspective.

Maybe read some reviews where this problem is specifically mentioned and, well, others who have seen it.

I'm not saying it doesn't look good--but it's clearly unsettling when plopped in with people. The lack of detail in mouth movements and simple human twitches is pretty clear. It would look fantastic in a videogame with other such characters, don't get me wrong, but this is very much the Uncanny Valley. Putting this thing next to humans really pushes out the flaws and where the closer to realism you get, the more unsettling it becomes. Anyway, hate to go OT here with this. :\

Tarkin looked fantastic, but they really needed to mocap him better and then put the body on top of that. His lighting and everything was 100%, the skin looked incredible, and even the eyes could've passed for lifelike, but his movements were just not quite there yet.

I think they simply gave him too big of a part. Smaller roles for pure CGI characters might be possible now, and that's insane.
