Actually, they may not be able to since the PS3 doesn't have a separate hardware scaler like the 360. They are in the same situation as the 360 is with HDMI... the current model doesn't have the hardware to support it. Unless they have a way of using software to scale or use the GPU to scale they are stuck.
Currently, PS2 and PS1 is emulated half software and half hardware. As indicated by Sony before launch, this is a temporary solution. Future units of PS3 will not have PS2 hardware, and emulation will be all software based. I was informed that PS2 glitch will be fixed in update 1.5.
