Horseshit. I've bought vinegar all by itself a couple of times now and never have signed a form for it. Have you had to sign a form for some balsemic vinegar?

Look there's only one way to clear this up. An ATOTer nearby is going to have to dress up as the FBI and request the security tapes for Dave's purchase. Then we can see if there were any forms signed or not. Actually if there's someone that actually works in LE in the area it would probably be easier, you could even question the cashier at the time.
