Why do have to sign restricted access form to buy Vinegar?

Wait, a civilian can buy vinegar? I thought it was only certified people who specialize in industries that work with highly concentrated acids and other hazardous materials that could buy it, and even then you need to fill a 40 page form to state the validity of the purchase.

All that trouble just to be able to have a soggy poutine. I don't bother putting vinegar on my fries. 😛

I don't think they'd worry about it destroying the tunnel but it displacing the oxygen in the tunnel with carbon dioxide and suffocating everyone.
