Let me explain this to you slowly:
Speeding tickets are not a general tax on drivers. Speeding tickets are a specifically targeted tax on drivers who speed. Even though this is ATOT I'm going to give you the benefit of the doubt and assume you can understand the difference between those two things.

Speeding tickets are supposed to increase the safety of the road.
Speeding tickets are handed out to people who drive 65 in a 55 on a deserted road in mid-day.
What's the justification for fining a person for "speeding" if they aren't endangering anyone?
If a reasonable person feels that they can safely drive their car at a higher speed, yet the law sets an unreasonable maximum, then it's a tax on every reasonable person. Even if a reasonable person forces themselves to drive within the speed limit, it's still a burden on them, as they must forgo any use of logic or reason -- as a reasonable person would be apt to use -- and instead adhere blindly to the law that speeds over 55 are bad.
The laws against recreational drug use are very similar. Do you think that everyone who's smoked pot is unreasonable? Do you think the law that punishes people for what they do in their own home without endangering other people is reasonable?
