The bill will likely get stuffed on a cloture vote in the Senate.
One of the Mitch’s claims about not holding a vote is that it would be “a waste of time” to vote on a bill that the President wouldn’t sign. Didn’t seem to stop him in 2015 when the Senate passed a bill to partially repeal the Affordable Care Act.
I don’t know if it’s the hypocrisy itself, or the fact that it’s so blatant and shameless, or that “flip-flopper!” used to be practically a Republican curse word hurled at Democratic candidates.
The problem is that Mitch is up for re-election in 2020 and he has incredibly shitty polling numbers. Just about any other Republican could primary his ass. Until Kavanaugh. McConnell's support of Trump's guy raised his poll numbers 17%. Mitch isn't stupid. As long as he is seen by the people of Kentucky to be Trump's stooge, he has a very good chance of being returned to DC. Break with Trump and he's toast.
His stubbornness also gives the rest of the Republicans political cover so they don't have to stick their necks out. Which is why they haven't replaced him as Majority Leader.

Bullying is also the low intelligence way of negotiating. Real back and forth takes some amount of brain power, so we know that won't happen.I doubt he'll be able to adapt either. That's not what people of his age do particularly well and he's more set in his ways than most.
As if the DACA temporary relief wasn't bad enough to torpedo the bill they are tabling, the GOP has added more poison pills including restricting minors to applying for asylum in their home countries. Any attempt to apply at the border would be deemed ineligible.

This almost sounds like you're defending him.It's the only way McConnell can show Trump that he doesn't have the power to give Trump what he wants. He never did, with Dems in control of the HOR. He's stalled as long as he can in deference to the President's famous deal making abilities.
OTOH, Congress can & likely will deliver a bill the re-open the govt, at least for awhile. Should Trump veto, he alone will own the shutdown. Because Wall! is more important than a functional govt & honest govt workers getting paid.

Well that does sound like Mitch.Not at all. McConnell never wanted this shutdown. I figure Trump double crossed him at the last minute, thanks to Coulter & Limbaugh. So he lets the shutdown go on long enough to let Trump burn off political capital like it was going out of style. Now that he's made all the right noises long enough he'll re-introduce Trump to political reality.
Which isn't to say that it's not all just a power game to Mitch. He'll do his best to make anybody who double crosses him suffer dearly.
