A) Are you in a zone in which your level is reduced to a low amount causing damage to be that low?
B) If not, and the damage you do is doing enough damage to hurt the enemies to death w/o too much issue, then its probable that underwater monsters health is much lower than normal
C) If not either, may want to look in on your abilities to make sure they are not weak as I have not paid attention to the numbers underwater, yet I do damage just fine, and things die.
More importantly what class are you playing? Certain abilities (like Mesmer's Trident skills) just do VERY little damage because they do something else (bounce, debuff targets, buff allies).
Also you're not hitting an armored fish are you? Those things have a ton of armor.
LOL, I use a minimum of 24 randomly generated chars, upper and lower case, with numbers and special chars for all my passwords. As a government worker, I'm used to that sort of password system.
I had a unique one for my GW2 account. Still got hacked. As far as I know, a few HUNDRED THOUSAND accounts have now been hacked. It takes time to go through each account 1 by 1 and clean them out. That is also assuming the compromise at Anet got all the account information and not a partial grab or sell out from an employee at Anet. You do realize all it takes is a greedy and under handed employee at Anet having access to personal info and grabbing little bits at a time to sell to Chinese companies right? With an authenticator that would never matter. If the email verification system had been working for the first week that would probably never happen either. Unless you use the same password for the game as you do for your email, which I don't, as then you would still be screwed.
Which is why I am stating to change your stuff NOW. Or don't follow my advice and watch your account get hacked in the next week or two as they make it to your name on the list.

I had that happen once with my SC2 account, but luckily for me there's nothing you can really do with a stolen SC2 account aside from just playing on it.
While your password may be incredibly difficult to guess/very long string, is the e-mail you used for the game a very widespread one?
