Add me to the list of people who think "absolutely not." The people who allow their children to do such things are the parents who are trying to be their kids best friends or the "cool parent." They are failing miserably at being parents.
I think that the boys who are more successful at finding girls who will "give it up" tend to know the types to target. And, just a guess here, it seems that belly rings would be one of those signals. They're probably not thinking consciously that "it's more sexy" or "it's more attractive." Or, maybe they are. But, at the deepest level, it probably signifies that the girl is growing up with parents who enforce a lower set of values.
Let me say that as a teacher, I'm not often surprised when I meet parents. That's not to say that there's a 100% correlation with parenting and the way children turn out, but it's a VERY strong correlation nonetheless.
Oh, and one last thing: If you're giving your daughter birth control pills when she's 13 years old, just in case... You've already admitted to failing as a parent.
 I agree completely.
