It's a perfectly FINE response... the trick to it being that she "has to convince you" not just ask. That's a HUGE freaking difference. If my kid at 8 can "convince" me she should get her ears pierced then I'm sure my rules will change... will she convince me at 8? Doubtful, but I'll certainly give her a shot.
As far as how that relates to a belly button piercing at 13... sorry, no argument in the world, short of a hand written note from Jesus Christ would convince me that my daughter should have her belly button pierced.
Long story short, they will have to convince me of ANYTHING before I agree to it while they are on my dime and under my roof... I think thats resonable. When they become responsible adults, then they can make responsible decisions.
