This is the current problem. ICE operations are covered under a huge pot of money from the OBBBA and have few restrictions on their use, and a shutdown/CR just lets them keep tapping it unabated. The current goal, as a minority party is to try and get restrictions tacted on via the appropriations process, even if it still sucks overall; and this is why you see the language people are using in the legislature- they're trying to peel off a handful of people to get those concessions (it is the same game Republicans have played for decades around abortion - many not being actively against it, but always supporting more restrictions under the guide of "safety"). Until you have political power to remake what you want, gumming up the works is a good goal: bury ICE in more beaurocracy to slow deployment of agents, reduce the areas they can spend money, ensure that Congressional oversight can still occur via unannounced visits, force them to spend resources on things they don't want, etc...

oh yeah they are really holding strong by saying things like we want them to get a judicial warrant to enter a private residence instead of saying - We want these secret masked murdering police to follow the goddamn constitution.

They could have also gummed up other works in the meantime, but you live in a lala land where things are going fairly well, though not hunky dory

Nope, you are incorrect, The BBB was the fiscal budget for 2025 and covered ICE spending for 2025, which was passed thru the reconsiliation process. It's now 2026, and that is the fiscal budget bill they are working on.. I know it's hard to keep track since budgets are supposed to be done by OCT 1, for the next fiscal year. But Congress keeps kicking the can down the road.

The OBBBA provides a bucket of funding beyond the FY, hence why a shutdown doesn't actually defund those parts of DHS.

Nearly every budget is setup that way for all funding, which is why each year funding is changed, reduced, or removed..
I'm saying the reconciliation bill from last year doesn't have a yearly limit that would typically happen in the normal appropriations process - they have billions of dollars appropriated and authorized via that bill to fund their insane operations until like 2028.
