OK so his post was more nuanced, but centrally he's stating that GOP voters won't
punish the GOP for government shutdowns. I don't think he's wrong, and I said so myself.
Historically, the sitting President shoulders a lot of "blame" for a recession leading up to an election. Just because voters claim that they "blame" the GOP for a shutdown doesn't mean they'll actually express that on their ballot. Stokely said that voters will blame POTUS if the economy suffers.*
Quite frankly, a lot of low info voters don't care a whole lot if federal workers get paid on time (or if unionized auto workers are on strike). So even if they assign more blame to the GOP for a shutdown, the general populace only truly cares when the pain flows throughout the economy. And like dank said, the numbers are still favorable if you're supposed to get 100% blame but you get
only half. The GOP gets rewarded for being non-governing assholes, and they know it.

* You're already seeing voters stupidity operating for a long time. Despite what most economists see as a resilient, stable economy post-pandemic, high inflation has painted American voters in a very dour mood relative to actual reality. Although this has been a trend for some time, GQP voters flat out claim the economy is in terrible condition and it's Biden's fault. Most Presidents would die to have 4% national unemployment and yet Biden's approval rating has been mired for nearly two years already. This reflects that it isn't just partisan GOP voters, but also independents and even Democratic voters.
If an actual recession shows up in 6 months, I have no idea what kind of messaging Democrats can even offer to a disgruntled populace.
