If it's not either Mary Elizabeth McGlynn or (better yet) Atsuko Tanaka voicing Kusanagi, it'd just be too weird for me. Also pity that he's too old, but Ron Perlman would've been a dead ringer for Batou.

Fair enough, but there are quite a few that are good (eg. Itazura na Kiss, Wakako-sake, Kimi ni Todoke, Kuragehime, (hopefully) Your Lie in April).
Honestly it'll probably suck an incredible amount and the only thing that will keep it from being a bust will be many gratuitous shots of ScarJo in that bodysuit. That's fairly standard for big movies now though so I guess no one will be surprised.
In true anime tradition, they could just add liberal amounts of ookina oppai, boing boing, pantsu, camel toe, accidental boobgrabs and onsen scenes
