People can find you via the map. If they're nearby and notice that a system is not empty and they're looking for trouble, they'll come in.
If you're at a belt or planet, it takes me maybe 30 seconds using the on board scanner to find you.

Of course, these are always subject to changes, but I'm getting my gunnery, ecm and leadership skills up to a good base level before I start training for command ships. The projectile skills just are to give my Myrmidon the option of medium projectile weapons since there is no bonus anyways and they don't use cap. I expect I'll be mainly in an Ishtar or my trusty Dominix anyways.
