The obvious answer is to tax/tag/insure/license ciclists just like motorcyclists. Use that money to pay for bike lanes. But the lance armstrong lobbyists won't let that happen. As a result you get what's in this thread, the majority of drivers justifiably disliking ciclists.
Besides, as has been discussed before, the ciclists aren't happy with bike lanes. Most of them ride in the road anyway, because they pedal way too fast and other ciclists hold up their workout routines which is unacceptable.
Instead they hold up people trying to drive to work, because the entire universe revolves around their insecure spandex covered butthole.
