There are many times when cops catch up to someone, breaking the law, like Rodney King. No doubt they would LOVE to dispense justice themselves, but have to turn them over to the system. In the Rodney case, I'm sure the police would seek the beating penalty!

i'm sorry, as a bleeding heart i believe they should not die.
i'd rather they have their balls roasted slowly using nothing more then a bic lighter. you'd need to put a heat shield around the non ballsack skin so you could sew up the area after the nuts fall away. then a strictly enforced life sentence of salad tossage.
