There are some older mother boards that won't see sata II drives without the jumper in place. Very few of them have this issue from my understanding, but enough of them that the jumper option is there.

From Newegg, generally no, they don't include the cables. My mobo (Asus) included a full set of cables so during my last build it wasn't a problem. The OEM sata DVD RW drive didn't include them either, just the drive in a bag and a software disk.
