Can confirm, I am likely going to upgrade my 7950X at some point. Next chip will need to be X3D, however. Waiting to see if the mythical X3D2 launches.Whole system replacements may slow down, but CPU only upgrades (from Zen 4) should be a thing.
And the 9850x3d / 9950x3d2 make the those CPU only upgrades extra appealing to owners of lower end Zen 4 CPUs. Those customers pretty much all have DDR5-6000, which is still just fine.
