I'll echo what just about everyone has said. Learn to shop, either online or b&m, it is not difficult to find a decent jacket for <100. I think I paid like 45 for mine at JCPenny.

If you still live in the U district there should be several thrift stores to shop from, you can find last years styles in them. Also the windbreaker with sweat shirts underneath is a good idea.
 
Get a genuine 100&#37; wool Navy Pea Coat - not the Chicom knockoffs, I mean a US NAVY issue. Should be able to get one that is essentially unissued for about $25 on ebay or your local surplus store. The warmest and always fashionable coat!

I got one about this time two years ago for $20 at JCPenney. It's a NorthFace-style fleece shell with some protected areas on the coat (as in, fleece isn't exposed 100% across the jacket). It's actually pretty nice - I was looking for something of that style but I wanted to avoid paying over $100.
A nice basic black fleece jacket.

you want a warm jacket that will last a while? go to a farm store and get a "farmer brown" one. sure they are ugly but they last and stay warm.

Quality men's winter jackets start at $300. I paid more for my current winter jacket than I paid for my first car.*

my office is next door the golite corp office and they have a warehouse sale every year. GOOD GOD are they expensive even at sale prices....
