Clinton had ultimate veto power.
No matter what administration was responsible for the original legislation, the Supreme Court struck the law down and gave specific instructions on how to change it to make it constitutional. The Bush (not Clinton) administration has decided to attempt to re-try the settled case instead of making the required changes to the law.Originally posted by: JS80
