Yes, of course it has to rise to a meaningful scale before we start taking away people’s right to vote. This is common sense and is a standard we use for all laws.

I can easily prove to you that rape and child porn exist, and exist at a significant enough scale to merit action against them. So now it’s your turn. Show is that in person voter fraud exists at large enough levels that it’s worth disenfranchising millions of eligible voters.
