It depends where you are in the world. European countries generally don't hold us in high esteem and think we're a bunch of ignorant cowboys. Asian countries on the other hand still think highly of us. A western education is highly coveted, and the elites send their children to our universities. Africa and Middle East believe our streets are paved with gold, and with the exception of Islamic radicals, most of them dream of the opportunity to immigrate here.

dude. You are 100% clueless on this issue.
#1 country for higher education/research in the world, By FAR. Just look at the yearly student visas granted. Even after 9/11 it dwarfs anywhere else. Hell, each concentrated area in the US (North East, Chicago, West Coast, South East) of research and education individually dwarfs any other country.

But he said Europe, and Europe isn't a country. Yet. By number of research papers produced and various other popular rankings Europe does more research than the USA. All the best new experiments are being built in Europe. Number of student visas granted, while impressive, can be accounted for by the fact most travelling students want to go to an English speaking University, which leaves few choices, America being by far the largest of those.
