She was resisting arrest and he told her to stop, and she was hitting the guy's car. The officer said that he was "unable to get her in the patrol car." She was given a fair warning IMO. It's not like he nearly killed her with the thing, anyway.

This off-duty cop parading around as a perfect parent for everyone shouldn't have stuck his nose in, of course we don't know all the details without a video.

The cop let it get out of control, it's a kid.

If this cop cant control a 14 year old without a taser he shouldn't be a cop.

(2) Acts in a violent or tumultuous manner toward another person whereby the property of such person is placed in danger of being damaged or destroyed;

(3) Without provocation, uses to or of another person in such other person's presence, opprobrious or abusive words which by their very utterance tend to incite to an immediate breach of the peace, that is to say, words which as a matter of common knowledge and under ordinary circumstances will, when used to or of another person in such other person's presence, naturally tend to provoke violent resentment, that is, words commonly called "fighting words"; or

Considering this cops character, I highly doubt that his testimony is credible. On top of that, I also doubt (also based on his decisions) he could give the proper amount of electrical jolt without causing serious damage. His character... so I take it you guys are good buddies and you know him well? I wouldn't be so quick to judge the guy based on this one incident, whether you agree his actions or not in hindsight.

If you don't like it then you have 3 options:

1. Deal with it and follow it.
2. Try to change it.
3. Ignore it and accept the consequences if you get busted.

This girl had the same 3 options. I don't need to tell you which one she chose.

Seriously, you have to be brain-damaged to take a swing at a cop who's about to give you at most a lecture, and expect to get away with it. Stupidity like that should be punished, it's a law of nature. You don't poke a grizzly with a stick and expect it not to rip your face off.

Cops yell at people for all sorts of trivial offenses. Leaning against a car. Cursing. Jaywalking. Even if it's meaningless, the obvious course of action is to say "sorry sir", let them go away, and then finish crossing the street if you absolutely insist on it. Of course, that's only obvious if you're NOT A RETARD.

Probably driving home after his shift. Happens all the time.

Also, most emergency personnel going off-duty will respond as they see fit to a situation that they come upon. Off-duty EMTs don't drive by accidents, and off-duty firefighters don't ignore fires.

The off-duty officer was working a part-time job, patrolling Trotter's Ridge subdivision near Snellville

NOT on his way home. Using police equipment for his other job. He had no right to arrest her, other than to hold her until an on-duty officer arrived at the scene.

edit: at least as far as I know. I don't think off-duty officers can arrest you, can they?

we can. If he was within his legal jurisdiction, he has every right. It sounds more like he was working a detail on his off-duty time. If that makes sense. This reporter seems to have skewed his article from his wording.

One of my early girlfriends in high school had a bad heart problem. She'd had several surgeries for it and couldn't do too much because of it, but she was still a hell-raiser. I think the off-duty rent-a-cop stepped out of his bounds in using it on a fourteen year old girl.

I think he was referring to how a lot of uncooperative suspects tend to kick the inside of the car after they had been put in it. I think you need to take a chill pill and not freak out so easily ;)
