If by that, you mean no smoking gun, then yes, that will probably be the case.
It seemed, at this point, that another hole in the sieve of possibilities could be a guideline against indicting a sitting president. There are extant opinions being voiced at this time that point to other holes in that sieve.
We're not out of the woods yet. The entire report, redactions notwithstanding, will need to be reviewed by Congress and the public.
Beyond that, as the pundit now explains, Congress and the public still need to assess whether we have a deeply corrupt or incompetent president who risks compromising the National Interest.
And then, there are the various cases pending in SDNY and elsewhere. Jared and Ivanka are not off the hook. It may be the Don Jr. is not off the hook. And there's still that very big question mark about Individual 1.
You can expect that Mueller will eventually be called before one or more committees to testify.
