Not sure what you mean. These don't fire the thermobaric warhead that struck Kharkiv. That was likely an SS-26 launched intermediate range missile with a large 700kg warhead. Much, much larger than the missiles used in a TOS-1 and far more accurate.
So these are "tactical minis"?

Not really up to the US to determine. We're not even participating in ICC anymore.

I'd expect any real war crimes issues to resolve after the conflict is over. Or, maybe once the accused is in custody. Last one I recall was Milosevic. Either way, won't be any time soon.

Only immediate impact would be PR/talking point against whoever was alleged. We've already seen it with the thermobaric weapons and cluster munitions being used in civilian areas. Although there is some gray area w.r.t. those instances.
Conservatives have a real bug up their ass about the ICC. Thus, we don't participate to make it a real functioning thing. Something about sovereignty.

Yeah, not getting into politics of it. Point being that there won't be any near term consequences. That type of action is always gonna be after the fact. And most will never make it that far. Fog of war and all ...

Me thinks of comment by network TV commentator I heard a week ago, "It's worth repeating often-cited observation that 'the first casualty of war is Truth.'" Uh, so it's best to keep your BS-Detector hat on.
I've been watching DW's coverage and think it was pretty good. The reports are sure to mention things they verified versus things that they have only heard.

Many Russian troops being sent to hospitals in Belarus per WSJ.

“They came in a hurry. There were about 10” ambulances, said a woman working a fruit and vegetable stand across the street from the station. “I didn’t see much because they cordoned everything off. But they were unloading people for about two hours,” she said, adding that the train then departed.

“There has been a constant flow,” Dr. Davydova said by phone from Poland. Local doctors, she said, have reported that three hospitals in the city of Gomel had all switched fully to taking in wounded soldiers. “All planned operations have been canceled,” she said.

“I saw seven soldiers right in front of me out of the elevator. All Russian. One was in a wheelchair, the other had his head bandaged,” said a man leaving the hospital. “My doctor said they’ve closed off the whole surgical wing.”

He will just sing a different song if things go the wrong way in his mind.

It's a play to go along with reopening debate on increase drilling in the US.
Lobbyist playbooks are probably circulating .
Check the conservative sites for drilling talk and anti epa stuff

With what companies, what equipment, and what personnel? So many companies went bankrupt when oil went into negative price per barrel in 2020, their employees left, and there is no new oil equipment available at any price.

Has it really been that long since they were pumping oil like there was no tomorrow for it to have folded up that bad?

I'd be careful on the Estonian weapons into Ukraine ... at least publicizing it. Any of the Baltics for that matter.

So is the U.S. still buying oil from Russia at this point? I sincerely hope not even if it does cost a little more at the pump.
