Lots and lots of people. There have been many discussions about the US defense budget where it is pointed out that some defense spending is 'hidden' because spending on nuclear forces is part of the Energy budget. You can search and find these discussions.

More importantly though, nobody here is up for secretary of Energy. It's insane to compare people on here to Perry. It's kind of insane that people on here know more about it than him too though I guess.

I agree - I am not suggesting that we put a mad scientist in charge. However, it should be someone who is knowledgeable or someone who has done some background learning to understand what the new job entails and how he can help the department.

This is a remarkably, if not surprisingly, vacuous position. Does it not occur to you that when it comes to matters of the greatest importance (and the management of our nuclear material, the most devastating and potentially destructive force ever assembled by man, is self-evidently such a matter), it might be useful to have the person in charge be someone with relevant subject-matter knowledge? How else is he supposed to know whether the advice he's receiving is correct and/or prudent? Perry has no knowledge or experience when it comes to the most important facet of his appointed position, the management and supervision of our nuclear programs.

For what it's worth, I do think it's helpful, other things being equal, that the President be someone with a military background, because it's both culturally and factually helpful in making key military decisions. I certainly would not take the view (as you seem to be doing) that this is not a relevant credential, although it is obviously not a prerequisite for holding the office (it has, in fact, become clear that to a meaningful percentage of the American electorate, there literally are no prerequisites, be they experiential, intellectual or tempermental, to holding the office of President).

Well, first off scientists often have to do a lot of management, they often have large labs with many employees.

Second is that if you want to manage a company it is usually helpful to know something about what the company does.

A manager that does not know what he is managing is going to make mistakes out of ignorance. Most of us have seen this happen in our jobs, managers brought in from the outside that have no idea how the product works making promises that can't be filled, asking things of the employees that are impractical or even dangerous. Cutting budgets on critical operations because they don't understand why they are critical, and don't even have the technical training to have it adequately explained to them.

Now apply that to our nuclear energy and weapons programs. What would be a major problem in a large company might be a global disaster when applied to the DoE.

If knowing all you needed to know was a job prerequisite, instead of being capable of learning what you needed to know, and having your talent identified in ways other than just a test of your knowledge of the role's responsibilities. Then arguably nobody would be other than where they already are. People can grow and learn from where they were, to be at the new places they currently are.
