What bill are you referring to they wouldnt have the majority to pass? I assume you were referring to them getting rid of the filibuster with a majority vote?
Also if republicans have no problems changing the rules, why are they not doing what everyone here seems to imply?

Republicans don't have a majority of their caucus onboard to pass anything in the Senate regarding an appropriation to keep the government open. If they did, they wouldn't have to shut down the government and be trying to pressure Democrats on passing a bill.
They want Democratic party help because they need political cover or votes that won't come from their own caucus.
Each house of Congress decides how it will operate and votes on their own rules. Rule changes require simple majorities. The filibuster is merely a rule that has been changed many times over the years, usually when the majority started to find it annoying.
