You are advocating that it's completely fine to harrass anyone who modifies their car...LEGALLY or ILLEGALLY. In my state, I have a yearly safety inspection to make sure my car is safe to drive. People modify their cars for hobbies, and not everyone with a modified car is racing illegaly, or putting on "illegal" parts. In Cali, you need to have a CARB # on any modifications you make, and while there may be parts that don't have the number because the manufacturer didn't want to spend all that time, money and resources getting a CARB number so their part could be deemed "legal" in one state. A lot of these parts that Cali may consider "illegal" may actually help the car run better and cleaner, and most of these guys who spend all their time and money modifying their car also tend to keep it in tip top shape, which helps the polution problem.
It seems to me you think anyone who modifies their car should be subject to this, in the hope it will somehow stop street racing, since you had a bad experience in life that was a result of street racing.
Awhile back they tried to pass a law in this state that ANY aftermarket exhaust other than factory was illegal...it never even came to a vote.
Take my Mustang for example...I've upgraded, or *gasp* modified, a ton of stuff on my car. It passes inspection every year, and my brakes are a huge step up from stock. My suspension is a huge upgrade from stock, but both of them make my car SAFER, but in Cali...it would probably be illegal.
I'm glad I don't live in a state like Cali where the citizens seem to just go along with crap like this with the attitude that if it doesn't bother me, who cares?
