it's not just the ricers that will be affected, anybody in any sort of modified car will be affected.

Even if it was successful, there are plenty of other stupid people in normal cars that will fill the gap.

Exactly...but again, it falls under the "well, if it doesn't affect me, then what's the problem?" reasoning...

Another case of the (possible) ends justifying the means...oh, and while there at it, might as well make some money!

it's what is happening now in NSW, Australia....the RTA(Roads and Traffics Athority) cracked down on young driver in riced up junk from july 1st 2005, because a few stupid P platers and L platers were killed in WRX's and GTR's...9 months later and it's a free for all on any modified vehicle, regardless of what class licence you hold, L, P, full it doesn't matter if your car is modified you'll get pulled over.
I get pulled over every single day when I drive my V8 falcon...I don't have great big exhaust tips..just one more pipe than average (twin pipes was a factory option on my car however that can't be explained to the fuzz), and yet it has become an excuse to prevent me from driving my car....and I hold a full licence and have does so for the last 6 years.

what started as a simply ploy to please the media has now become something that the average car enthusist (not fvcking ricer wannabes)suffer.
