Seems like kind of dumb upgrades, since the Treasury wasn't ultimately responsible for payment tracking/purposes - that has always fallen on the agency doing the paying. That's why the auditors and whatnot work within the individual agencies...
By placing all auditing and approval authority under one system, it's easier to control (which of course is the point).
Of course it is, it's all part of the appropriations and approval of funds, process. He's just trying to make people believe that the treasury just pays out money willy nilly, in an attempt to get people to trust everything less. Here's the thing, it's impossible for Musk or anyone to go into all these agencies in three weeks, and have a clue about what's what.. Hell a simple audit of a corporation takes months.. yet Musk has all the answers for all these agencies he's taking over and trying shut down, including the Natiional Treasurery in three weeks? Bullshit.
Even big corporations don't keep it all under one roof at the main headquarters. At the very least, it's broken up by reagional offices or divisions, and in a lot of cases, it's the done at the location where they are given a budget and X amount of money to opperate. Now, these locations may send in records each week/month, and the regional office or division may audit them AFTER the money has already been paid. If there are discrempencies, then they do an investigation to find/ look for answers, and hold people accountable. Having it all under one roof, for something as large as the US goverment, will be severely inefficient, require more man power, and be more costly. You think the goverment is slow now, wait till something like this is fully implimented, and payments get delayed for months, or denied because some jackoff thinks it's un-needed because he has no knowledge of it's use or importance in the field it is being asked for. There's a reason agencies are allucated funds and they have to develope a budget for those funds. Wait till they start delaying tax refunds, or refuse to pay them at all.
Yup, but they have an obligation to operate effectively as an auditing system. This new system is under no such obligation, it only needs to be able to cut off or provide funding based on what a dictatorial government says. Only need a few trusted people in a centralized location to do that.

Given that your entire thesis is wrong - "root cause of societies problems is overpopulation" - I think we ignore the rest of your ideas.
There are billions squandered in defense spending. Even if we could completely justify every cent of the current $814 billion one year budget, I think it is still too much.
China has the world's largest military force, almost double ours, and yet only spends 1/4th what we do:

No. He's very far from the truth. We are not overpopulated. There is a housing crisis in many areas where people want to live, but that is not driven by overpopulation.
And power projection around the world, to you know, maintain our support around the world and protect our economic interests...
