That may be true if this incident was isolated. It isn't. It shows a pattern of poor judgment and/or willful manipulation; both of which are (or should be) bad in the eyes of the common voter.
People in positions of power, or those trying to get there, have to be scrutinized much more; with great power comes great responsibility. Jeb Bush showing a cavalier attitude towards issues like this should make one stand back and wonder what else he is capable of. That is all. This incident did not happen in a vacuum.
Way to go Don Quixote. Knock down those windmills. It's a voter registration form. I fail to see how this could garner ANY advantage.
Also, Hispanic has a rather nebulous, self-identifying definition in regards to federal usage:
