Mud flaps are a tiny hit zone and you can very easily miss it and ding off the heavy armor on the hull. If you're face hugging the tank with a tank that has trouble penetrating the lower glacis, you might as well try to flank it. Only reliable spot is the lower glacis, as with all vehicles.
As far as I know, the only tanks that should be slugging it out with an e-75 at point blank range from the front is the is-4 and tier 10s. Any others will lose spectacularly.
As for the famed "russian bias"... the Maus is a very reliable tier 10, and the KT and e-75 are both spectacular in their own tiers. The e-50 is a wrecking machine and the panther 2 is beastly in its own tier, easily beating out a t-44. American tanks... t34 and t30 are both dangerous in hull down positions, and the patton/pershing are both very punchy and manuverable. I drove german tanks in beta and russian tanks now, and I don't see what all the fuss is over the "russian bias". Most of their tanks are pretty terrible or situational with the exception of a few gems like the IS-4 and KV-3.
