Sorry, but it is the parents' responsibility to instill proper values at a young age and reinforce them throughout childhood and early adulthood. My guess is they went the lazy religious route of God says this is bad and God says this is good instead of explaining why things are good and bad. Kid grows up, doesn't have a solid moral foundation and all the things you listed take their toll.

If you look historically, Billy Ray Cyrus was considered a good parent. He was very protective and was alway seen as instilling good values. The problem comes in when the child becomes more powerful than the parent, as is what happened here. Justin Bieber is the same way.
By who? A good parent would have put all the money she was making while under the age of 18 into a trust fund she couldn't touch until 25. Protective doesn't always equal good. Saying "God said so" isn't instilling values. I'll be honest, I didn't exactly follow the Cyrus story so I'm doing a lot of speculating here, but it seems pretty obvious to me anyway.
