Why don't you have her talk to one of the older employees at the place that she's friends with. Like some 30 year old married guy that is happy. Have him watch her walk her to her car at night. Just say that she doesn't feal safe and she doesn't feal comfortable telling him what's going on.
As for pre-emptive strike. Have her start talking t friends at work, seeing if they think he is still asking questions about her personal life. Eventually, this will get back to him and he might figure it out. She's in a committed relationship. Don't use the word "stalking". It's not politically correct.
As long as this guy doesn't show up at your door step (or start calling her at home), you should be fine.

Since the race issue has been raised (often the case), I'm curious as to why it's relavent to your problem.

I bring up the race issue because I don't know what you wanted to infer by the description you used. I agree the guy is being a jerk, I agree you should do something, but why point out his race in the description? I don't understand this. It's almost as if you understood what you'd get from reactions in this forum but chose to point it out anyways.
I think I would of confronted him immediately after finding out the details you've posted here and made it clear that his actions were not acceptible in a CLEAR way.
I agree with most of the posters saying that she should prepare herself a little more, but I would not ask her to leave her job. You seem to think out things and try to understand things before you speak, that is why I have a problem of you starting the race issue.

i dont blame her at all for going for lunch with this guy. i have friends who are guys and sometimes i ask out guys that i know from work or whatever just as friends.... and when i was in a serious relationship i never ever thought a guy that asked me out had a crush on me because my mind only operated in a friends only mode. i woulda did the exact thing in chels. situation with the inviting friends along after i found out he has a crush on me. maybe its niavity (is that a word?) on her part to think that he only wanted to be friends but how can you say that going for lunch with someone encourages sexual harassment?
she went to her manager which was the mature and responsible thing to do in this situation.
i hardly ever agree with nik but i think he did the right thing by letting chels. make her own decisions about going for lunch that day because HE TRUSTS HER and why shouldnt he? its obvious they love each other a lot (ive seen talk of marriage on here) and obviously she told him about the going for lunch prior to it happening.

Kat's right; she usually does things with her friends, and some of those friends are guys -but she never thinks that some guy is gonna read way too much into it and blatantly ignore her refusals of advance. Ya know, I think every woman should be able to see into the mind of a man atleast once in their life. Women have a lot more to worry about than some of them realize at times. Of course, it's not like women never do the same thing. But it's characteristic of males to be the overly-sexual and blatantly stupid. 😛

The guy has problems with rejection and all of a sudden he's a crazy stalker who's going to rape and kill your girlfriend. I think you're taking it to an extreme (which seems to fit your persona in most threads here) and you're only creating a more problems.
The only valid complaint you have with this guy seems to be the whole thing with the tips. That sounds like something everyone involved should discuss with the manager of the establishment.

I agree with what you're doing and how you're protecting your girl (all the more power to you) but degrading this guy first by rationalizing his actions as the result of his ethnicity then by using criminal terms to describe him, well I seriously question your people skills. Well, considering that the other people don't have any reason to lie and four of them have said things to Chels not knowing that the others have said something, I would consider that confirmation. And there haven't been any legal charges. No one said anything about going to the police. She talked to her manager. That's all. The talking to the manager bit didn't come from one phrase in Spanish, it came from the culmination of everything else. This "where's my girlfriend?" thing came after he was told not to talk about her. Lets hope he gets fired.

And believe it or not, most girls I know are very capable of taking care of themselves. The "dark-skinned" guy isn't the only one being machismo. It's just that he's doing it with your girlfriend.

Are you stupid? My problem wasn't with the thread title, dumbass. If the charges she filed with her work were sexual harrassment charges, it's still an extreme thing to do when from what you've said in this thread, sexual harrassment never even took place.
Whether or not the police are involved is irrelevent. I understand your intentions are good, but I think with sexual harrassment charges of any kind, and to anyone, are crazy in this situation. Some of the things this guy has done have been inappropriate, but none of them seem to be sexual harrassment.
