At the very end of this video, the mother says the police called her six times, but she "didn't have any minutes left" - FOR THE POLICE.
If she wouldn't answer for the police, do you think she would answer when the school called?

FFS. Sounds to me like the police tried to handle this in a number of different ways. Teachers likely couldn't get physically involved due to reasons already suggested.
You don't want you kid arrested and in cuffs? Have a reliable means of contact between yourself and the school your child is associated with. If that's your phone, make sure you have minutes.
And the biggest reality is the lack of discipline. That's parenting there. Kids need to know that teachers are to be respected. Unless it involves unnecessary physical or emotional contact between a teacher and student, their role as a teacher is to be respected. If you end up in the principal's office, you had better know that you just screwed up big time, and to change your tune immediately.
