For being somewhat cloudy it sure looks colorful. Something about the streetlights looks a little fake as well... the way the glass part looks kind of blurry.

1. Easy. Render at 4x this resolution, scale it down. You'll get that effect.
2. That's easy to do too. If you can box model a character, you can put a few dents in a road.
3. I believe they have scripts that do stuff like that.
