Cheating? No.
Good time to try counseling then possibly divorce? Yeah.
Guy is lame? Yeah.

Who would waste their money on phone sex, considering 1. the person on the other end isn't even thinking about having sex in the least bit, and 2. is probably some ugly nasty 500lb 'woman'.

Well we don't know who is withholding sex. I would guess though that it is or was originally the wife.

I'm right now going through a divorce where my wife was basically cheating on me. I have no proof (nor do I need or want it) of actual sex. So I had to decide for myself where the cutoff is. The cutoff location will vary from person to person. For myself, the cutoff is if a spouse actually has feelings for another. Feelings that go beyond a simple attraction. Feelings that are closer to love, desire for a relationship, etc.

Here is a rough graduated scale on cheating that I came up with.
1) Sex with love with someone else.
2) Being in love with someone else.
3) Having sex with someone else.
4) Being intimate (intimate kiss/intimate cuddle) with someone else.
5) Having a relationship with someone else that hasn't yet reached love.
6) Actively looking for another relationship.
7) Phone "sex"/internet "sex".
8) Passively looking for another relationship (flirting / simple peck on check).
9) Real porn.
10) Cable porn.
11) Just happen to be at a movie with mild nudity.

I'm sure that each of those points has many followers who believe that is the cutoff for cheating. To me, the cutoff is around #5/#6.

My one question here though, is why the husband/wife aren't having sex. Is it his fault or hers? Most likely one or the other is already cheating. Thus the phone sex is a non-issue.

That is a load of crap. Guys are programmed to fantasize about sex and women (be it their spouse, the woman at the office, the chick at the mall, etc.) 24/7. The good husbands are the ones who can keep their hormones in check while staying in a loving relationship with their spouse.

Fantasizing about another woman doesn't mean you don't love your spouse. It just means you have baby batter on the brain.

Agreed on all accounts, and we need more information to fully judge. Is this woman COMPLETELY opposed to talking dirty to her man? Because that's all they're doing on a phone sex line. So maybe he's just trying to get her going again by getting her angry. If my wife (not actually married, but hypothetically) stopped having sex with me, I'd be pissed. Maybe he put on a bunch of weight and now she doesn't find himi physically attractive... that's fine, he needs to work out.

That's just weird.
 
It's not cheating....but it probably doesn't help him not want to cheat. If they're not intimate anymore, they need to either fix the problem or split.
 
It's not technically cheating, but there's something seriously wrong if they haven't been intimate in a year. No sex in a year is bad, but without intimacy, there isn't much of a relationship. They've pretty much become just roommates.

 
personally i'd say no it's not cheating. he's just trying to get his f/\p on, not unlike someone looking at pr0n on the internet. although, if it is a live sex line, then that is different. but if it's just recordings or something, then that's ok.
