He DID offer - I was merely speculating as to WHY he offered. He just took both tickets from the cop and told me he'd take care of it. He was some bigtime lawyer in D.C. anyway...I have no idea if he even paid them or just "took care of them".

When I was like 17, me and a girl got busted in a park after hours getting busy. The cop looked into the side that my bare ass was facing towards. Well, we got dressed, came out, she started balling like crazy (as a sympathy plot, which worked), they asked her if it was consentual, she said yes (no she wasn't lying ), and then they lectured us for a few minutes about... park hours. Was kinda funny, they acted like it was a big deal that we were there after hours, yet they didn't really seem to care what we were actually doing. Then they let us go.
