Can tell you for a fact that in Oregon, it is a misdemeanor crime called Public Indecency and it is listed as a sex offense. Although it is not something you have to register as a sex offender for. Punishable by up to 1 year in jail, numerous fines, and court ordered counseling.
A second offense in Oregon is a FELONY.
Anywhere in public OR in view of public. This means it is still a crime if you do it while parked in your driveway.
Not sure how this would apply to something like camping and doing it in a tent or being in an RV where nobody can see.
But in a car, it is most definitely a crime.

Back when I was underaged and couldn't get a cheap motel, I was getting it on with this chick in my car which I parked out in a country road by some almond trees when a cop pulled up. Fortunately, I had lifted up the hood of my car before we went at it so I could have an excuse should one came by. As soon as I saw him, I jumped off, pulled up my pants as quick as I could and opened the door. I walked out and closed the hood (and zipped up my pants) then walked to his car. He asked me if anything was wrong, and I said, "No, my car just got a little hot so I thought I'd park it for a few minutes to cool it off before moving on." I went back to my car and drove off. She was frantically trying to put her clothes on at the time too so it was a good thing the cop didn't step out of his car. Whew.
The better story though, was one early morning, me and this chick were in my car at a park. It was like 6am so no one was around. I figured it was pretty safe. She was on top of me as I was slipping off her jeans. The passanger seat was set down and were were smooching. Just then, this huge bus pulled up besides my car. It was a sharriff's bus full of convicts who were sent there to clean up the park. They were all screaming and yelling as she slid down between the seat and dashboard, as low as she could to hide herself. Man that was embarrassing. But I didn't get a ticket though. Drove us off as quickly as I could.

That Kind of law Varies from state to state and wither or not you let the cop watch/particpate.
Some states has a "car is a private property" and until you do something really illegal in it they can't get you for anything.
in most states they can get you with Indecent exposer likely.

I bet if you talked to a patrol cop in the suburbs they would tell you they run across this situation on a weekly basis, if not more.
I think the usual police response is to sit behind the "offenders" car with their high beams on until you wise up and move on. If they don't think force is involved, or underaged kids, its probably pretty rare that anything is done.
