No, the company is not in trouble. The offer is more about getting rid of people that aren't passionate about the company or their job.

So, would YOU quit your job right now for $2k?

I'd take several months severance if they wanted to incentivize me to quit, and 2k aint exactly that, see?

I like my job so wouldn't quit, but if I didn't like my job I'd quit if the offer were about 40k.

For me I think the number would have to be well into six figures, and in many ways I don't entirely love my job.
