You're confusing
long term business and product decisions made by management with the costs associted for the labor needed to enact those "plans".
And until CEO compensation is based on performance, and personal accountability not invisibility is the norm, rather than the exception in the same manner as the rest of the workforce, UNIONs are the only entity to stand against monolithic Corporate excess of Power and Capitol.
