I saw a guy cheating in an important test. Should I have told on him?

I only take care of two medium size networks these days..about 125-150 devices on each...we're not looking to go ipv6 anytime on either...its just not cost effective...would need new routers, new switches...what do ya expect though I live in a town with a pop. Of ~30,000

Did I do wrong?

NO, not at all!!!

Being a "RAT"(or a snitch) - worst thing can happen to any human. It's better to end up dead than become a "rat" or a snitch.

If a "rat" would go to jail, the same or next day, a "rat" would become a "jail bitch"

You can ask any honest police detective, what do they think about "rats".
Read a History - what have happened to "rats": let's say, during 1937-1939, soviet NKVD "exterminated"(executed) more than 20,000 NKVD "rats" - who needs weak-minded eyewitnesses and who would be able to trust them? Once you've done to someone - you'll do to others...
