It's smaller than you want I think, but wit ha small house, consider this:

Japanese Chin

EDIT 2: That link I gave is kinda crappy. Here's the part that you should care about:
Temperament
A sensitive and intelligent dog whose only purpose is to serve man as a companion. Responsive and affectionate with those it knows and loves but reserved with strangers or in new situations.
Regarding strangers. Our dog usually does the bark, smell and ignore. takes all of 15 seconds with strangers.
END_EDIT 2

We have one and he is absolutely fantastic with our kids, now 18 months and 4 years old. Our dog is 5 years old now. the best part now is that he has decided to sleep with my 4 year old on occasion. Several nights ago it was the first time and my son called me when he woke up (normal) but was sitting there smiling, petting Enu with a big smile telling me that Enu slept with him.

Japanese Chins are also wonderful lapdogs. They love being around people.

They do not shed.

And weighing in at 9 pounds, he costs almost nothing to feed. We fill his bowl, maybe twice a week. One bag literally last months. It's not like a 50 pond dog that will require more than a bag a month.

The down side, he is small, make sure you let him out often (every 4 hours) and if you leave for extended periods (like 8 hours) into the basement he must go. He can hold it overnight for say 12 hours, but during the day he can not.

EDIT: You were thinking about a Lhasa/Shitzu? Want a non barking version? Get the Japanese Chin! Lhasa/Shitzus will drive you and your neighbors nuts.

lol

I don't have any recent ones :(

He's rapidly approaching his 21-26 pound desired weight.

my cat weighs 20lbs

http://www.savannahcatbreed.com/savannahs.shtml

There is another breed out now that's popular with the wealthy...Ashera, they weigh in around 30lbs. Cost $20k+ or about 4x the Savannah. They add a third cross though of domesticated cat + African Serval + Asian Leopard Cat. (the Savannah is the first two only).

id love one of those but im not droping 12K on a cat
shit my car only cost 10K

Savannah's are as 'low' as $2000 or so for 25% serval. The price jumps to about $8-10k for 75% Serval in pet quality.

My friend has a Japanese Chin and he sheds like a monster. Once I was playing with him and I was spitting hairs out two hours later.
