If Hawaii reports to the FBI that your friend has a state issued "medical marijuana permit". He won't pass a background check.
Don't know if Hawaii reports it or not. Some state do. Maybe all, I am not sure.

His "medical MJ permit" is what he uses to pass his company drug test as an "essential employee". Works for him but I really don't think it's real. I tell him it's all good that way to calm him down when he goes off the rails and starts zeroing in on something or someone. Fellow Viet Nam vet still dealing with issues from back in the day so......😉
A state issued "medical marijuana permit" can't pass a background check either way.
When filling out Form 4473 if they tell the truth they fail. If they lie and get caught min. 5 years(?).
