Poor Dave McOwned doesn't understand that the refineries are beginning to change over to summer blends so this is the appropriate time to shut down for maintenance.

Those summer blends they have to make every year and certainly should be able to provide a product expected of them without coming up with any excuse.
Any excuse should be punished with lower prices and profit until they learn how to run their business properly.
They should NOT be rewarded for incompetence and excuses.
This something they do twice a year (winter and summer blends) to be in compliance with federal regulations.

Edit: China owns the lease rights and will help develop the wells (using US workers) and then sell the oil to the US, taking in the profit. While I would like the profit to remain in the US, at least the workers are from here and the oil is going here.
