Beyond the engineer joke, this is entirely a matter of reference.
If I'm filling something up, and it gets to half way, it's "half full." If I'm draining something, and it gets to half way, it's "half empty."
So if I'm filling the glass, it's half full. If I'm drinking out of it, it's half empty.
