I understand public vs. private property, but if people parked in front of my house all the time i'd be upset if they didn't ask if it's ok out of common courtesy. Some neighbor used to park their car outside my parent's home all the time and it was a pain to visit my parents because my car would block my dad's car in the driveway and i'd have to move out for him to get out to get to work. I would like to think that my parents and myself would get precedence to park there over anyone else.

One poster asked what Asian country they might have come from where they don't understand the concept of private v. public property rights.
