California giving drivers license's to illegals

They aren't supposed to be here at all, much less here and driving (a privilege) so since they are going to break the law by driving anyways, lets give them licenses and hope the buy insurance. There are a lot of underage drivers out there, lets force them to get licenses or how about all the people with suspended licenses? So hoping they buy insurance and follow at least some of the laws is worse than not buying insurance and not following some of the laws?
