Flags of convenience are for taxes and how the crew is paid/benefits. In order to enter US waters the ships fall under US Coast Guard rules and regulations in regards to how the ship is maintained, safety equipment etc.. The USCG regularly inspected the Dali.

MV Dali did leave dock with 3 tugs, but the tugs left after Dali was in the lane. The tugs showed up next to Dali after the collision
I guess the port protocol is going to mandate tug escort til after bridge clearance.

If only there were more good bridges around to take out the bad bridges.
They got them a care package including a WiFi router. But if they had just loaded to come out of the port, they should have a decent supply of food/water and berthing available for them to sleep.
Edit: Local Charity helping crew of Dali, and other stranded sailors. Article also says they were expecting a 28 day voyage and had supplies for that, and the kitchen and living areas were not damaged.
